This is a Rolex 216570 Polar (White Dial) by NOOB with ICHS. I purchased this from Sead in late 2014 for $385 and had VAC service it and replace the mainspring in 2016.
I have over $450 into it and really its an excellent watch. It has an Asian 2836 which is running great at +1 to 2 seconds a day as seen on the timegraph below.
